Phase I Environmental Site Assessment
Following ASTM E1527-21, the Phase I Environmental Site Assessment (ESA), is the gold standard for environmental due diligence and a critical step in evaluating the environmental condition of a property during real estate transactions, development, or refinancing. This assessment is designed to identify potential or existing environmental liabilities associated with a property, such as the presence of hazardous substances or petroleum products due to current or historical site activities.
Our Phase I ESA process includes a visit to the property, interviews, and review of records all conducted by an Environmental Professional (EP) including:
Environmental database report
Historical documents
Aerial photographs
Topographic maps
Sanborn fire insurance maps*
City directories
Public records
Environmental records
Zoning maps
Building permits
Drinking water quality report
Client-provided documents*
Title and liens
Previous environmental reports
All of this information is gathered and documented in our easy-to-understand reports and used to determine the presence of Recognized Environmental Conditions (REC) that could impact the value of the property or pose future liability.
Clients typically seek a Phase I ESA to qualify for liability protections under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) by meeting the Environmental Protection Agency’s (EPA) requirements for All Appropriate Inquiry (AAI).
Our reports also document the potential for Business Environmental Risks (BER) such as:
Asbestos-Containing Materials (ACM)
Lead-Based Paint (LBP)
Mold
Wetlands
Soil vapor intrusion
Emerging contaminants such as Per- and Polyfluoroalkyl Substances (PFAS)
Whether you're a buyer, seller, lender, or developer, a Phase I ESA is a smart and often necessary investment to reduce risk, support informed decision-making, and ensure compliance with environmental regulations.
